What this PR changes/adds
The cel expression core entity and services has been ported to upstream edc.
This PR remove local implementation and uses directly the upstream one.
The management api for CEL still resides in edc-v
Why it does that
Briefly state why the change was necessary.
Further notes
The removal the custom JSON-LD context for edc-v will be done in future PR.
