Summary

The httpbin sidecar template moves to e2b-dev/customer-starter-templates (templates/httpbin, https://github.com/e2b-dev/customer-starter-templates/pull/100), following base (#1976).

• Deletes templates/httpbin/e2b.Dockerfile (the last template in templates/).
• Deletes .github/workflows/templates.yml — it only built httpbin now.
• Deletes .github/actions/build-cli, which only templates.yml used.
• Points the httpbinTemplate / httpbin_template test fixture docs at the new location. The template name httpbin used by the network tests is unchanged.

Merge after customer-starter-templates#100 has published httpbin on the team the SDK tests use.
