Summary
brotli 9.0.0 already ships the portable float feature. The C FFI crate never listed it, so you could not turn it on from brotli-ffi.
This just forwards that feature the same way the other flags already do.

Test plan
No cargo on this machine. The extra line matches the other brotli feature forwards and crates.io 9.0.0 already advertises portable float.
