The Ubuntu 22.04 build for v0.4.0 failed before compilation because APT tried to download libpcap packages referenced by stale package indexes. Refresh the indexes before installation.
Add a manual release-build entry point that runs the current workflow against an existing release tag and selects one platform. Checkout uses the full tag ref, upload explicitly targets that tag, builds use the lockfile, and existing assets are not overwritten. Tag pushes continue to build all three platforms with the existing archive names. Document the recovery command in CONTRIBUTING.md.
Validation: YAML parsing, Bash syntax for every run step, accepted stable/prerelease tags and rejected malformed refs, platform selections, APT command ordering, and upload settings. Independent review completed. No application code changed. The actual Ubuntu recovery build will be run from main for tag v0.4.0 after this PR is merged.
