Clarify Opportunity Grant coverage and surplus-funds policy - #101

Adds a Grant policy section to opportunity_grants/about.md clarifying what grants cover (travel, lodging, in-city transportation; not meals or tutorials) and that unclaimed/surplus funds are handled case-by-case by the chair and treasurer. Closes #37.

Per review feedback on #101: specify that lodging covers the night before talks begin through the night after talks, with a per-day cap based on the group rate at the main venue.

#37 (open since 2019) asked for clarification on two financial-aid (now Opportunity Grants) policy questions. The docs only implied "travel and accommodation" in the acceptance email template and said nothing about surplus funds. This adds an explicit Grant policy section to
opportunity_grants/about.md:Content confirmed with the maintainer. Built clean with Zensical.
