Core django-simple-deploy recently got updated to allow plugins to extend the CLI. This PR adds code in the generated plugin to make it easy for plugin authors to extend the core CLI. Code that would actually add a custom CLI arg is commented out. In e2e tests for this project, that code is uncommented and tested.
