🎨 Palette: Accessibility enhancements for language toggles

💡 What: Added id="lang-toggle" to the <nav> and data-lang, hreflang, and lang attributes to language-switching <a> tags inside layouts/partials/header/basic.html. Fixed minor Markdown list linting issues across locales. Recorded learnings in .Jules/palette.md.
🎯 Why: To improve accessibility by ensuring screen readers apply proper pronunciation profiles using the hreflang and lang attributes. Also fixes the toggle script execution which relied on specific id and data-lang properties.
