Three functions in the bottom of Scope/Subst.hs currently don't use the Subst type (the functions are substDatatype, freeDatatypes, and substTags). There is a Todo in the file proposing that we use Subst in these functions now, so I thought I'd open up a new issue to discuss making this change!
