CI dead account-wide since 2026-06-23: GitHub account billing lock blocks all Actions jobs #26
Description
Every CI job on every PR (and main) fails in ~2s with no steps executed. Check-run annotation:
The job was not started because your account is locked due to a billing issue.
This is an account-level GitHub Actions lock, not a repo/workflow bug — dependabot PRs (#15–#19) and the dev-worker PR (#25) all show the same signature (4 jobs × 2s fail, no logs, empty steps). Last green main run: 2026-04-24; failing since at least 2026-06-23.
Fix: resolve the billing state at https://github.com/settings/billing (payment method / unpaid invoice / spending limit), then re-run any PR's checks to confirm jobs start.
Not fixable by code — assigned to @dinndev2 so the autonomous worker skips it.

What I can't verify from the repo side is whether the billing/key fix has actually taken effect — that only shows up when a workflow is re-run.
Suggested next step: re-run checks on any open PR (e.g. one of #15–#19 or #25). If jobs now start and run, feel free to close this. If they still fail with the same 2s/no-steps signature, the account lock is still active and the billing state needs another look.
