- Upgrade workspace catalog to @effect-atom/atom 0.5.0
- Adapt Hydration typing changes: use Hydration.toValues and correct value types
- Make @effect-atom/atom a peerDependency (^0.5.0) and add devDependency via catalog for local dev
- Build and tests verified via Nx and Vitest
