fix(react-router): allow archived consolidation evidence

Summary

• recognize the exact dated consolidation archive as historical evidence
• recognize the canonical consolidation spec as historical evidence
• preserve fail-closed rejection for similarly named archive/spec paths

Root cause

The post-archive RETIRED scanner only allowlisted the pre-archive active OpenSpec root, so the dated archive and synced canonical spec were falsely classified as active RR7/bridge residue.

Test plan

• RED: post-archive fixture failed with six residue/consumer findings
• GREEN: focused post-archive fixture passes
• TRIANGULATE: similarly named archive and spec roots remain rejected
• Validator suite passes 23/23
• Nx RETIRED target passes with 24 consumers, 29 scenarios, 0 pending
• RR8 manifest/readiness remains exact 8.3.0
• Format and diff checks pass

Scope

Two files, 45 additions. No product, dependency, lockfile, release, or archived evidence change.
