Updated to Swift and Updated Example Project

What does this PR do?

• Updates DLVersion to use Swift.
• Adds functionality for expanded (more than three) version segments.
• Adds functionality to compare versions that may not contain three segments.
• Updates deployment targets.
• Rebuilds the example application using Multiplatform project.

Upgrade Instructions

• Objective-C signatures are unaffected, but most projects need to adjust their imports:
  • #import <DLVersion/DLVersion.h> -> @import DLVersion;
• Swift users can import DLVersion as normal.
