What does this change?
Builds the canonical preamble engine on the provenance classifier. It renders native comments for every source language in the repository, preserves inherited notices byte-for-byte, and inserts after parser-sensitive directives such as shebangs, ShellCheck directives, HTML doctypes, Markdown frontmatter, and Hollywood generation markers.
Dedalus-owned files require a non-empty responsibility comment below the closed legal header. Modified upstream files receive the fork source, Dedalus modifications copyright, and Apache-2.0 SPDX identifier without replacing the original notice.
How was it tested?
pnpm run ci testpnpm exec tsc --noEmitUnit coverage for native comment syntax, parser directives, frontmatter, misplaced headers, and empty responsibility comments
