Summary

Adds the first DCM project blog post, walking through the sovereignty demo: regional placement policy, outage, and in-region rehydration.
Includes setup and failover diagrams, collapsible Rego policy, and a link to the interactive walkthrough.
Updates the blog index.

Nice post — clear narrative and good structure. One thing: bak_failover-rehydrate.png looks like a backup file that got included by accident. It's not referenced in the post (only failover-rehydrate.png and setup-regions.png are). Should probably be removed before merge.

tiny nit: The dc-demo-3 (Region A) in the After failure is greyed out. The reader might think that datacenter is not healthy. Maybe we can keep it white and have the healthy icon on it. Similar to dc-demo-1. Just a suggestion, not a blocker
