NeMo Guardrails integration: via TrustyAI operator

Summary

Integrate NeMo Guardrails on OpenShift through the RHOAI TrustyAI operator, following ADR-0004.

Scope

• Validate TrustyAI operator deployment path on the target RHOAI 3.x cluster
• Confirm NeMo Guardrails capabilities exposed by TrustyAI (input/output rails, jailbreak prevention, topic control, data exfiltration blocking)
• Document integration constraints and version pinning (TrustyAI CSV, NeMo Guardrails version)
• Prepare for Phase 3 guardrails configuration (agent/guardrails/)
