Summary

Private service access needs repeatable validation across VPCs with overlapping addresses. Add one local and remote test fixture that runs real Galactic controllers and packet forwarding, using a shared UDP/TCP service to verify isolation and access withdrawal.

Include setup manifests, failure scenarios, and inspection controls. The fixture lives under tests and requires no DNS service. It assists network setup; it does not validate CNI lifecycle, BGP convergence, or federation.

Depends on #804.

Test plan

  • Linux fixture build and compiled UDP/TCP query commands.
  • Go race tests for relays, delayed replies, framing, and producer identity checks; targeted lint.
  • Run the consolidated generic fixture against an edge API and both remote nodes.
  • Full task ci: macOS compiler crash; GitHub checks pending.

Related to datum-cloud/enhancements#921 and #798.
