Summary

Shared private services need a stable address inside each consumer VPC without connecting entire networks. Add frontend translation for local and remote delivery, and stop forwarding when access expires even if the controller is unavailable. Renewed access recovers without a controller restart.

This adds forwarding support; policy enablement follows in the next PR.

Breaking changes

The pinned service-route map layout changes. Updated CNI must recreate these maps before updated routers program them; coordinate the rollout.

Test plan

  • Linux race and kernel tests, including established reply expiry, grant renewal, and overlapping flow ownership; targeted lint.
  • GitHub build, lint, unit, privileged unit, and cluster E2E checks.

Related to datum-cloud/enhancements#921 and #798.
