masque-authority serves the grant API and no metrics endpoint, so TestEveryBinaryHasScrapeTest fails on main since the command landed. List it with the other commands that serve no metrics. Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>

Summary
The unit suite on main fails since #1176 added the MASQUE grant authority command, because every command must have a metrics scrape test or be listed as serving no metrics.
The grant authority serves its API and no metrics endpoint, so it joins that list.
