Datapath repair misses static-address attachments with no gateway #806

Summary

After a node loses its datapath rows, the startup repair from #777 restores them for every attachment except one with a static address and no gateway.

That attachment's local pass-through route stays missing, so traffic to its own address follows the VRF's default route until the workload is recreated.

The repair finds guest prefixes from routes on the host interface, while CNI ADD writes this route from the IPAM result. Follow-up to #774.

Acceptance criteria

• After the datapath maps are emptied, one repair pass restores the pass-through route for a static-address attachment with no gateway
• The root repair test covers that attachment
