Expose the network load balancer capability proposed in datum-cloud/enhancements#884 through the web portal, so a tenant can create, view, and manage it without using the CLI.
Scope
Support creating and managing the load balancer resource, consistent with how other Datum Cloud resources are presented in the portal.
Surface status in a way a tenant can act on — e.g. whether the load balancer is healthy and which backends are behind it.
Open questions
Where does this live in the portal's navigation relative to other VPC/networking resources?
Does the portal need anything beyond the standard resource views (create/list/detail), or does backend health warrant a dedicated view?
