Description
Create a few staging edge pops, real small. Hang them off staging Karmada.
n.b. This is distinct from flux edge infra beta channel, these are stable channel regional clusters hanging off the staging deployment of the datum controlplane.
Acceptance Criteria
Staging has three edges, each in a small-footprint deployment.

@ecv is this done? I believe we have staging edge already now. please confirm and close/groom/update.

Staging runs two small edge sites, us-central-1-staging-lab and us-east-1-staging-lab, joined to staging Karmada and reporting to staging metrics, and two is enough, so no third is planned. They are also where edge changes soak before the stable sites while the beta labs are removed (datum-cloud/infra#6005, datum-cloud/infra#6006). Neither lab can advertise routes upstream yet, which datum-cloud/infra#5935 tracks.
