fix: Patch critical proxy-addr and handlebars advisories - #96

Refresh the lock entries for two transitive dependencies with open critical advisories. Both patched releases fall inside the ranges their parents already declare, so no manifest or resolution change is needed. Key features/changes: - proxy-addr 2.0.7 to 2.0.8 (GHSA-jqcg-44mw-7w3h), pulled in by express 4 and express 5 - handlebars 4.7.9 to 4.7.10 (GHSA-p8wg-vrv2-v86f, GHSA-8r5x-fm3f-whwj), pulled in by @backstage/cli-module-new - minimist range entry widens to cover handlebars' new ^1.2.8 floor; it still resolves to 1.2.8

Summary
The catalog carried three open critical advisories, one in proxy-addr and two in handlebars, and the proxy-addr one is past its due date.
Both packages come in through other dependencies, and each patched release falls inside the range its parent already asks for.
This change refreshes the lockfile to proxy-addr 2.0.8, which Express uses on every backend request, and handlebars 4.7.10, which arrives only through the Backstage development CLI. No manifest or override changes.
