Two high-severity advisories were open against the portal's server dependencies: one in the file-upload handler and one in request body parsing. This bumps both to their patched releases, closing the two alerts. A third high alert, in node-forge, has no patched release yet and stays open.

Bump the lockfile-only server dependencies to their patched releases.

- multer 2.4.0 to 2.5.0 (GHSA-q7qp-rjg7-q26m)
- body-parser 2.3.0 to 2.4.0 (GHSA-27r3-jxmh-p828)

The body-parser 1.x line moves to 1.20.9 with it, and its transitive
content-type, iconv-lite and qs resolutions follow.

node-forge (GHSA-86w9-cpqp-85rv) has no patched release; 1.4.0 is the
latest, so it stays.

Detail: closes alerts 181 (multer, GHSA-q7qp-rjg7-q26m) and 175 (body-parser 2.x, GHSA-27r3-jxmh-p828). Lockfile only, via yarn up -R; both releases are older than the 3-day age gate. The body-parser 1.x line also moved to 1.20.9, and content-type, iconv-lite and qs followed. Local checks passed: yarn install --immutable, yarn tsc:full, yarn build:backend, yarn test:all (17 tests). node-forge (alert 139, GHSA-86w9-cpqp-85rv, vulnerable <= 1.4.0) has no patched version; 1.4.0 is the latest release, so no bump or resolution clears it.

Verified the lockfile only moves multer, body-parser and their content-type, qs and iconv-lite ranges, all from the npm registry.
