Completes roadmap Package 2. Adds schema-validated native artifact locks, explicit lock-update resolution, strict HTTPS acquisition and signature/digest/NEVRA/source verification, and network-disabled assembly from the admitted bundle. CI covers fail-closed mutations, native AMD64/ARM64 restricted-runtime smoke tests, image/SBOM/provenance hygiene, Trivy, and Grype. Documents supplier terms, ownership, key rotation/revocation, mirror substitution, transfer, rollback, and emergency rebuild procedures.
