Adds the reusable nginx-ubi governance and CI foundations, adapted for PostgreSQL. Selects PGDG PostgreSQL 18.6 after verifying that public UBI 9.8 repositories expose only PostgreSQL 13. Adds a digest-pinned UBI Minimal/Micro development image, secure SCRAM initialization, persistent restricted Compose service, arbitrary-UID support, stateful smoke tests, package-source and artifact-acquisition decisions, and first-release roadmap. Local validation: complete pre-commit suite passed; rootless Podman build passed; restricted-runtime smoke suite passed. Compose YAML passed repository validation, but no Compose provider is installed in the local WSL environment for runtime execution.
