Completes the repository contract with licensing and third-party notices, contribution and private vulnerability-reporting policies, support definitions, governance requirements, ownership and issue/PR templates, and the exercised contributor environment record. Removes completed environment and Package 1 work from the forward-looking roadmap and records it under Unreleased. Validation: pre-commit run --all-files --show-diff-on-failure; git diff --check. No image contents or runtime behavior change.
