Expands native CI and local Podman coverage beyond the configured USER. Proves all visible processes are non-root with zero effective capabilities and NoNewPrivs, validates arbitrary UID and hardened tmpfs behavior, rejects root-filesystem writes, checks PID 1, log routing, server-token suppression, reload and clean shutdown, and negative startup diagnostics. Handles Podman's automatic read-only tmpfs behavior explicitly and bounds failure waits. Validation: PowerShell Podman scenario suite passes locally; all pre-commit hooks pass.
