Implements the approved version contract: v-r.. Removes UBI minor versions from human-facing tags while requiring exact base references and digests in OCI metadata and release evidence. Defines validation, immutable tags, repository-only changes, and the first-release no-mutable-tag policy. Validation: all pre-commit hooks pass.
