Builds a pinned-input UBI 9 OpenSCAP tool on native AMD64 and ARM64, scans a stopped-image export without a nested engine/socket/host namespace/secrets/privileged mode/evaluation network, preserves ownership, retains complete SCAP evidence, blocks operational errors while keeping discovery findings report-only, and documents connected, rootless Podman, disconnected, and oscap-podman cross-check procedures. Validation: 10 Python tests and the complete pre-commit suite pass.
