This method now allows input_config=None, but the returned WorkflowExecution still unconditionally evaluates input_config.to_dict(). When callers rely on the new default (e.g., workflows that do not require external inputs), the request can succeed and then fail locally with AttributeError, making the new optional behavior unusable.
