fix(probe): user_agent dal config passato a probe_url - #428

Il WAF ANAC blocca il probe iniziale di so-catalog (UA di default). probe_url e _probe_once accettano ora user_agent opzionale, passato dal config [tool.observatory] nel build_catalog. Verificato su appalti-pubblici: radar GREEN (prima 403/YELLOW). Risolve il CI failure di appalti-pubblici#9.

Il probe iniziale di so-catalog non riceveva il user_agent dal config [tool.observatory] — il WAF ANAC bloccava il probe con 403.
Causa
CI failure su appalti-pubblici#9: 403 Forbidden sul probe di dati.anticorruzione.it. Il collector CKAN leggeva gia' user_agent dal config, ma probe_url usava UA di default.

Nota
open-mur e' un caso diverso: dati-ustat.mur.gov.it non e' raggiungibile dai runner GHA (timeout). Non e' un bug del codice — e' la fonte che blocca i runner. Da gestire con timeout-minutes sul workflow o accettare che某些 fonti non funzionano in CI.
