Summary

exclude hidden directories such as .github from workspace YAML discovery
prevent GitHub Actions YAML from being interpreted as infrastructure manifests
add validation and setup-listing regression coverage

Verification

yarn test -- test/validate-yaml.test.ts
yarn build

Closes DMVP-10358
