Problem
The dox CLI needs to read
APP_ENVthe same way the Migrator does. The reader,loadEnv, is insrc, which is private. Importing fromsrccan break the CLI when the file moves.Fix
New file
packages/dox-migration/lib/env.dartexportsloadEnv. It is a new library, so apps that importdox_migration.dartget no new names. Changelog line under## Unreleased. No version bump.Used by dartondox/dox-cli#9 (same branch name, for sibling CI).
