Changed the target framework in PFire.Common.csproj from net9.0 to net10.0 to support the latest .NET features and improvements. No other modifications were made.
Upgraded Microsoft.Extensions.Hosting.Abstractions, Microsoft.Extensions.Logging.Abstractions, and Microsoft.Extensions.Options.ConfigurationExtensions package references from version 9.0.1 to 10.0.0 in the PFire.Common.csproj file. This ensures compatibility with the latest features and improvements provided in the 10.0.0 release of these libraries.
