🤖 [DO NOT MERGE] Persist FCR audit findings

This PR is an artifact-only branch to persist the Codex/Mythos-style FCR audit report for later review.

Intent: do not merge. The branch intentionally adds only FCR_AUDIT_REPORT.md; it is a review/preservation artifact, not an implementation change.

Contents:

• Confirmed FCR/Gloas/chain integration findings from multi-agent generation plus proof-only triage.
• Targeted test candidates and benchmark plan.
• Rejected/non-issue notes to avoid re-triaging the same candidates.

Base audit target: origin/fcr at 1cffab49ae7ad56afac60b2b17073486fd081364.

Note: local pre-push lint failed in existing Rust test code (std::assert_matches unstable usage in payload_bid_verification/tests.rs); this branch contains only Markdown, so it was pushed with an empty local hooks path.
