This draft continues the frozen 0.1.11 lineage from RC13 SDK
60604872e004d9dc7fd74aaf3ad260da9143b4c1. Its base is the existing preserved inventory branch, not current SDK main. Existing PR #4 and published integration RC12/RC13 remain untouched. No auto-merge or publication is requested.Classify admin, transport, status, layout, truncation and pagination failures through a closed reason vocabulary. Preserve credential-free partial evidence and cancellation, and expose only page/cursor/response-shape metadata without decrypted data or raw exception chains. The S31's unrecognised second PIN response was not supplied, so strict termination rules are preserved rather than treating app-count equality as completion. Fingerprint/card counts are already hardware-corroborated; identity and all new writes remain unverified.
Validation: 322 tests pass, 97.41% coverage, Ruff including formatting, strict mypy (41 source files). New fixtures are explicitly synthetic, not claimed S31 captures. Next hardware step is a read-only PIN retest collecting safe metadata, via a separately approved integration prerelease. Original authorship and MIT provenance remain preserved; no new write protocol or transport lineage is introduced.
