Third Party Replies

Adds a permission setting to control who can reply to other user's topics.

Features

Adds a permission forum Post category to restrict replies to user's that started the topic.
Adds a new permission role to quickly set no third party replies for any group or user.

Add the extension files into the ext/danieltj/thirdpartyreplies directory.
Log in to the Admin Control Panel and install the extension.
Inside the ACP, manage the forum based permissions to decide who can reply to topics they didn't start.
