Why

Rust 1.99.0 is the latest stable release: https://blog.rust-lang.org/2026/10/01/Rust-1.99.0/.
Keep local builds, CI, and release builds on the same pinned toolchain.

Changes

  • Pin rust-toolchain.toml to 1.99.0.
  • Align the workspace minimum minor to 1.99, following the existing compiler policy.
  • Document checking the actual compiler when Homebrew executables shadow rustup.

This PR contains no product behavior, dependencies, generated Runtime changes, tags, or releases.

Verification

  • Rust 1.99.0 cargo fmt --all -- --check: passed.
  • bun test tests/rust-workspace.test.ts: 12 passed, 0 failed.
  • Full macOS/Windows validation is required through this exact PR's CI before merge.

锁定最新稳定编译器并同步仓库最低 minor;补充 rustup/PATH 核验,防止本机构建绕过与 CI 相同的工具链。
