feat(dashboard): add hide/close project from Dashboard UI#3

Users can now temporarily hide projects from the Hero page and sidebar via a close button (×). Hidden state persists in localStorage across refreshes. Projects auto-unhide when `apex dashboard` is re-launched from that project's directory (via #project= URL hash detection). Includes: "Show all projects" recovery when all projects are hidden, auto-select filtering to skip hidden projects, lastProject cleanup.
