Fix the compatibility workflow by avoiding npm 10 Arborist reinstallation bugs when the lockfile baseline already matches, using legacy-peer-deps for alternate hosts, and reporting versions without importing non-exported package.json subpaths.
Local YAML and baseline report checks pass.
