Three coupled declarative-core fixes:
#1a prev_point ordering: collapse the 8 tobi_accent_* rules into one
`tobi_accent` rule (no by_point). by_point's phased insertion evaluated
every define before any point existed, so prev_point('f0') could not see
the rule's own insertions — the leading-H accents (H+!H*, H+L*) reached
past intervening accents to a stale peak. Inline insertion makes prev_point
see the true temporal-previous point. Adds a per-point `when:` guard to the
engine (insert_points) + validation. Output delta: f0Mean on 7 corpus
phrases shifts sub-Hz to <1Hz as leads now track recent pitch; locked
golden summary regenerated.
#1b coincident F0 points: buildF0ContourFromScore still keeps the last
point in pipeline order at a shared instant (unchanged winner), but now
emits F0_POINT_COINCIDENT_OVERRIDE so the silent drop is explainable.
Threads Diagnostics through TrackLoweringContext.
#2 dead sag removed: the sagging_transition rule never fired (grammar emits
no consecutive bare H*) and applySaggingTransitions never added a point
(F0 points carry no accentType). Deleted the rule, the TS function + call,
the f0.sag lowering-spec field + validation, both frontends' sag policy +
lowering blocks, the dead accent-inventory sag_policy, and the feature's
tests. Output-identical (the code was dead).
