Automated monthly refresh of _data/security_signals.json — what is
publicly observable about the repositories the catalog's entries link
to: last push, archived, license, security policy, and the OpenSSF
Scorecard score where there is a public one.

These are observations, not verdicts. This catalog links to code it
does not host or audit, and nothing in this file says any project is
safe to run. The security_review field on an entry is the only
human judgement, and it is set by hand — never by this job.

Skim the diff for anything worth acting on (a repository that has
gone missing, a project that has been archived, a score that fell)
and merge to publish.
