grafana: make Cluster GPU Power dashboard vendor-neutral (NVIDIA + AMD) - #111

The dashboard queried only NVIDIA DCGM metrics (DCGM_FI_DEV_POWER_USAGE /
_TOTAL_ENERGY_CONSUMPTION / _GPU_UTIL), which return zero series on AMD Instinct
clusters, so every power panel showed 'No data' there.
Make every query vendor-neutral with a PromQL 'or' so the dashboard works on
both NVIDIA and AMD clusters (a cluster exposes exactly one family, so 'or'
selects whichever is present):
- power (W): sum(gpu_power_usage{...}) or sum(DCGM_FI_DEV_POWER_USAGE{...})
- util (%): avg(gpu_gfx_activity{...}) or avg(DCGM_FI_DEV_GPU_UTIL{...})
- energy (kWh): AMD has no cumulative energy counter, so derive from avg power
over the range, OR the NVIDIA cumulative counter.
- cluster template var lists clusters exposing either metric.
Label filters (cluster_id, vm_name) and panel units unchanged; grafana_folder
stays Crusoe. Validated live against Crusoe Metrics on an AMD cluster.
