Adds NetBSD 9.5, x86-64 only, as for every other 9.x version.

The image resolution needed no code change — the version is part of the
image name the release publishes — so this is the release pointer, the
docs, and the CI matrix entry.

src/version.ts moves NetBSD to v1.1.0, the first
netbsd-builder
release carrying a 9.5 image; the URL is built from that tag, so 9.5
resolves to nothing until it moves.

Notes

Getting 9.5 to build at all needed a fix on the builder side. 9.5 is the
first release with no pkgsrc package set of its own: sysinst derives
pub/pkgsrc/packages/NetBSD/amd64/9.5/All, which redirects to
x86_64/9.5/All and 404s, and set_binpkg retries a failed pkg_add
in an unbounded loop — silently redisplaying its menu, so every later
keystroke of the automated install landed back in it. The only symptom
was Packer giving up on SSH three hours later. The builder now abandons
that step explicitly and installs pkgin from a quarterly branch for
the same ABI.

Testing

netbsd-builder CI is green on all 12 version/architecture jobs, and the
9.5 image was verified on a real guest: bash, curl, pkgin,
rsync, sudo and cc all resolve, and all five X11 sets are present.

all that is left, once it exists.

netbsd-builder v1.1.0 is the first release carrying a 9.5 image, and the
image URL is built from this release tag, so 9.5 resolves to nothing
until it moves.

The version also joins the NetBSD job's matrix, x86-64 only, with the
same arm64 and vax exclusions as every other 9.x version, so the release
is exercised against the image it now points at.
