Maintainer correction (2026-08-03): 'validation gates before placement' framed policy as a stage placement follows. The UC's declaration is one pre-placement gate — a leg of the policy envelope — and request-realization owns the pipeline (its own sequence already shows the policy engine doing the placing; only these two bullets told the linear story).
