UDLM ruled (ADR-008 peer test) that ADR-049 (credential-material intake) and ADR-050 (provider-pin eligibility) fix an INVARIANT in UDLM and delegate the MECHANISM / EXCEPTION to DCM policy. This register is the DCM-side counterpart: OBL-001 (credential intake mechanism + profile floor) and OBL-002 (whether a pin bypass exists, via the override-record flow). Each names the UDLM invariant DCM must satisfy, the policy DCM must decide, and a definition-of-done tied to the UDLM must-reject case.
