A package skill plus scripts/agent-hygiene.R that audits, links, and lists the personal skill hub: package skills declared in ~/.config/agents/skills.dcf are symlinked into the hub, the hub is symlinked into each agent's skill root, and instruction files are checked for missing globals and identical twins. `audit` reports findings, `link` repairs symlinks with a duplicate-name preflight, and `list` prints a table or writes an HTML page. 54 asserts cover the manifest parsing, linking, and findings.
