Docs-only; implementation held for review. Records the apt-arc packaging decisions and scopes A0-dev integration step 1.

Decisions: the mutation stack (pkgexec + broker + pkgops) distributes together through the signed cornball apt repo as one versioned trust domain — its privileged C artifacts can never be CRAN-hosted, so one trust domain beats two for the dangerous path; pkgops may join CRAN later, optionally. runix-apt is a separate opt-in metapackage, never folded into runix-stack. A0-release stays deferred behind the collect→apply→verify→resume / rollback / multi-arch / failure-injection validation bar.

Adds docs/a0-apt-arc-addendum.md (extended packaging graph + step-1 scope) and a reconciling pointer in a0-packaging-plan.md (whose CRAN-canonical lean now applies to the read-only R packages only). No packaging built here.

rctl PR #12 (0.0.1.8) landed the apt.* CLI surface -- the last slice. Update the
implementation plan (slice table + §5) and the roadmap immediate-sequence to
record pkgops + rctl slice 4 as done, and reframe the next step as the A0 release
of the apt arc (pkgexec + pkgops packaging + the open CRAN-vs-apt-repo decision).
Records the apt-arc packaging decisions (Troy, 2026-08-20): the mutation stack
(pkgexec + broker + pkgops) distributes together through the signed apt repo as
one trust domain, ships as a separate opt-in runix-apt metapackage (never in
runix-stack), CRAN optional-later for pkgops, A0-release deferred behind the
collect->apply->verify->resume / rollback / multi-arch / failure-injection
validation bar. Extends the A0 packaging graph and scopes A0-dev integration
step 1. Implementation held for review.
