docs: mark slice 4 (rctl apt.*) done; arc functionally complete - #78

rctl PR #12 (0.0.1.8) landed the apt.* CLI surface -- the last slice. Update the implementation plan (slice table + §5) and the roadmap immediate-sequence to record pkgops + rctl slice 4 as done, and reframe the next step as the A0 release of the apt arc (pkgexec + pkgops packaging + the open CRAN-vs-apt-repo decision).
