Routes plugin operation feedback through the public Host notification service. Host owns plugin identity/navigation, card actions/details and suppression rules; field validation and persistent business state remain contextual.
Adds notification authoring requirements to AGENTS, the plugin guide and README. Uses formally merged Host 3cfe370eb7abf33e16686fbd82659cd441247fbd and Protocol f46dd21e15a949a26f05f89bf11dea339fc60c02 through normal Git dependencies; no local SDK archive is required.
Validation: owner checks passed on the equivalent provider source tree. Host PR #392 passed its complete gate; its candidate and canonical merge have identical Git trees. Chatroom's outdated dependency assertions were corrected and its affected entity-template tests passed. This PR's CI validates the final clean dependency installation.
